1. Introduction

Welcome to wheatpool.ca, a project operated by Wheatpool Data Labs. By accessing or using our website or API, you agree to be bound by these Terms of Service. If you do not agree to these terms, do not use this service.

Wheatpool Data Labs is a civic technology initiative dedicated to making public data more accessible. Our goal is to provide tools for research, education, and democratic engagement.

2. Data Sources & Copyright

Wheatpool Data Labs does not claim ownership of the underlying parliamentary data (Hansard Debates, Journals, and Committee transcripts) accessible through this service.

2.1. Legislative Assembly of Saskatchewan

The official records of the Legislative Assembly of Saskatchewan are published under the authority of the Speaker of the Legislative Assembly. Copyright in these records belongs to the Legislative Assembly of Saskatchewan. Reproduction is subject to the Assembly's control over its proceedings.

2.2. Reproduction & Permissions

This tool indexes official records of the Legislative Assembly of Saskatchewan, including the Debates and Proceedings (Hansard), which are published under the authority of the Speaker pursuant to Rule 7(2) of the Rules and Procedures of the Legislative Assembly of Saskatchewan. This reproduction is provided for non-commercial research and educational purposes, is not presented as official, and does not constitute publication under the authority of the Assembly. Parliamentary privilege protecting the original proceedings does not extend to this reproduction.

This service facilitates access to public parliamentary records for purposes including research, private study, education, criticism, and news reporting, consistent with the fair dealing provisions of the Copyright Act (R.S.C., 1985, c. C-42, ss. 29-29.2).

The official Hansard is maintained by the Clerk of the Legislative Assembly. The electronic versions provided here are for informational purposes only.

2.3. Parliamentary Privilege & Defamation

Statements made in the Legislative Assembly are protected by parliamentary privilege. This protection does not extend to reproductions of those statements outside of the Assembly's authority. Users who republish content obtained through this site may be exposed to legal liability, including for defamation, if such republication is not fair and accurate or is made with malice. Wheatpool Data Labs does not provide legal advice regarding the republication of parliamentary records.

2.4. Acknowledgements

By using this site, you acknowledge that:

  • Wheatpool Data Labs is an independent entity and is not affiliated with, endorsed by, or a representative of the Legislative Assembly of Saskatchewan or the Government of Saskatchewan.
  • This is not an official record. The official Hansard can be found at legassembly.sk.ca. In the event of any discrepancy between this website and the official Hansard, the official version prevails.

3. Permitted Use

You are granted a limited, revocable, non-exclusive license to access and use the tools provided by Wheatpool Data Labs for personal, informational, educational, research, and non-commercial purposes, provided that:

  • Accuracy & Context: You do not alter the meaning of the original records or misrepresent the statements of any Member of the Legislative Assembly.
  • Attribution: Any public reproduction of data sourced from this tool must credit the Legislative Assembly of Saskatchewan as the source of the data and Wheatpool Data Labs as the tool used to access it.
  • No "Official" Representation: You do not present data obtained from this site as an official legal record or certified transcript.

4. Limitation of Liability ("As Is")

The services and data are provided "AS IS" and "AS AVAILABLE" without any warranties of any kind, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, accuracy, or non-infringement.

Wheatpool Data Labs explicitly disclaims responsibility for:

  • Errors or Omissions: Parsing errors, transcription mistakes, or data gaps resulting from the automated ingestion of Hansard records.
  • Service Interruptions: Downtime, API failures, or the discontinuation of the service at any time and for any reason.
  • Third-Party Reliance: Any decisions—including but not limited to legal, journalistic, academic, or political decisions—made by users based on data obtained from this site. Users should verify all information against the official Hansard.
  • Republication Consequences: Any legal liability incurred by users who republish content obtained through this service.

To the fullest extent permitted by applicable law, Wheatpool Data Labs shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits or revenues, whether incurred directly or indirectly, or any loss of data, use, goodwill, or other intangible losses resulting from your use of the service.

5. Prohibited Conduct

You agree not to:

  • Use this service to harass, defame, or intimidate any individual, including Members of the Legislative Assembly.
  • Misrepresent statements made by Members of the Legislative Assembly or take such statements out of context in a manner that distorts their meaning.
  • Attempt to scrape or overload our servers in a manner that degrades service for other users. Please use our API responsibly.
  • Use this service, including the API, for commercial purposes or financial gain. Users seeking to commercially exploit parliamentary records should contact the Legislative Assembly of Saskatchewan directly regarding permissions.
  • Use automated systems to access the service in a manner that exceeds reasonable use or circumvents any access controls.
  • Represent that data obtained from this service is official or endorsed by the Legislative Assembly of Saskatchewan.

6. Indemnification

You agree to indemnify, defend, and hold harmless Wheatpool Data Labs and its operators, employees, and affiliates from and against any and all claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising from or related to:

  • Your use of the service;
  • Your violation of these Terms of Service;
  • Your violation of any rights of a third party, including intellectual property rights or rights relating to defamation; or
  • Any content you publish or distribute that was obtained through this service.

7. Termination

Wheatpool Data Labs reserves the right to suspend or terminate your access to the service at any time, with or without cause, and with or without notice. Upon termination, all licenses and rights granted to you under these Terms will immediately cease.

8. Modifications to Terms

Wheatpool Data Labs reserves the right to modify these Terms of Service at any time. Material changes will be indicated by updating the "Last Updated" date at the top of this document. Your continued use of the service after any modification constitutes your acceptance of the revised terms. We encourage you to review these Terms periodically.

9. Governing Law & Jurisdiction

These Terms of Service shall be governed by and construed in accordance with the laws of the Province of Saskatchewan and the federal laws of Canada applicable therein, without regard to conflict of law principles. Any disputes arising from these Terms or your use of the service shall be subject to the exclusive jurisdiction of the courts of Saskatchewan, and you consent to the personal jurisdiction of such courts.

10. Severability

If any provision of these Terms of Service is found to be unenforceable or invalid by a court of competent jurisdiction, that provision shall be limited or eliminated to the minimum extent necessary so that these Terms shall otherwise remain in full force and effect.

11. Entire Agreement

These Terms of Service constitute the entire agreement between you and Wheatpool Data Labs regarding your use of the service and supersede all prior agreements and understandings, whether written or oral, regarding the subject matter herein.
